Eagle Board of Review Recommendation Letters must go directly to Review Board

Your Eagle Advancement Team has run into an issue that requires your immediate assistance.
When Eagle Candidates complete their Eagle Application, they are required to list references/recommendations. The Troop then contacts these individuals and requests that they submit a letter of reference. The Directives from BSA National Headquarters are quite clear that these letters CANNOT go to the Scout nor is the Scout permitted at any time to see these letters.
We recently had an Eagle Candidate arrive at for a Board of Review with his letters. Fortunately, the envelopes were still sealed so we were able to accept the letters.
PLEASE make certain that a representative of your troop receives these letters and delivers them, unopened, to the Board of Review. We do not want to be placed in a position of denying the Scout his Board of Review because this critical procedure was not followed.
